INFRASTRUCTEL has a highly qualified team, where the majority of its members evolved in the telecommunications industry several years. Due to the unique expertise of its employees, the diversity of its team members and the various synergies in place, INFRASTRUCTEL is able to offer personalized high quality services.
Our company expanding counts on a team of more than 120 persons. The team is made up experienced engineers, professional technologists, specialized draughtsmen, qualified supervisors and devoted administrative staff.
Each member of this team was given an objective to carry out the mandates to comply with the requirements and preoccupations of our customers. Our strategy aims on sharing with our partners-customers the technological economies and advantages resulting from a constant quality and efficiency.
Robert Rivard is the founder of INFRASTRUCTEL and its president. Professional Engineer and member of the OIQ for over 30 years, Mr. Rivard has developed a great expertise in the engineering of infrastructures and telecommunication networks. Mr. Rivard controls the many facets associated to underground conduits structures, suspended conduits structures and the design of copper cables, fiberoptics and associated digital transmission equipments. Before the creation of INFRASTRUCTEL, Robert Rivard worked at Bell Canada for 20 years within the structures engineering division as well as on the external network division. Robert Rivard obtained his engineering diploma at l'École Polytechnique of Montreal in 1978. He took part in the design of thousands of underground infrastructures conduit projects all over the provinces of Quebec and Ontario. Mr. Rivard also worked in hundreds of fiberoptic and cable, aerial or underground infrastructures networks projects with many school Boards and municipalities. |
Professional Engineer and member of OIQ since 1996, George Staicu joined INFRASTRUCTEL’s team in 1998 as the operations director for underground structures design, building sites supervision and inspection department. George Staicu is an associate within the company since 1998. Since October 2008, Mr. Staicu manages the building sites supervision department and the control center department. Mr. Staicu is also in charge of all complex technical projects related to underground infrastructures conduit design. George Staicu obtained his engineering diploma of the Institute of Civil Engineering of Bucharest in 1975. Mr. Staicu worked with various engineering firms. He manages and coordinates annually several hundreds of projects in telecommunications connected to the deployment of underground structures. He is also responsible for the corporate ISO 9001-2008 quality initiative program. |
Professional Engineer and member of OIQ since 1997, Dominique Hébert joined INFRASTRUCTEL’s team in 2005 as an operations director for the outside plant network design department. He was in charge of this department for 3 years. Mr. Hébert holds the position of general manager for the structures department since October 2008, and is an associate within the company since 2009.

Professional Engineer and member of OIQ since 30 years and more, Jean Beaulieu joined INFRASTRUCTEL’s team in 2009 as a general manager of telecommunications infrastructures. Jean Beaulieu graduated in 1978 from Sherbrooke University in civil engineering. He acquired a great expertise during his career in telecommunication networks by working in various management positions at Bell Canada. He worked in provisioning outside plant department at Quebec, in underground products standardization, in investments management department and in planning department at Sherbrooke, in engineering systems development for Quebec and Ontario as well as for the new technology deployment on Montreal Island. Jean Beaulieu was the Bell Canada representative for many years on various standardization committees such as: CWPA (Canadian Wood Preservative Association) or on CSA (Canadian Standard Association) committees. He was volunteer on various CERIU (Centre d’expertise et de recherche en infrastructures urbaines) committees. Jean Beaulieu was also volunteer on the board of the Ordre des Ingénieurs du Québec, on the board of his regional organisations and on the board of the SERVIQ (Corporation de Services of OIQ). |
Professional Engineer and member of OIQ since 2008, Tsz Kin Cheng joined INFRASTRUCTEL’s team in 2005 as an outside plant network director for wired networks design. Mr. Cheng held this position for 3 years before joining the underground structures team as principal engineer. Mr. Cheng is an associate within the company since 2009. Tsz Kin Cheng graduated in 2005 from Concordia University in civil engineering. Mr. Cheng acquired great expertise during the last six years in wired telecommunication networks design and underground infrastructures design. Tsz Kin Cheng is recognized for his capacity to design and manage important and complex projects requiring great expertise. |
Accountant and member of the CMA order, Etienne Rivard joined INFRASTRUCTEL’s team as business development director in 2008. Mr. Rivard has a solid experience in sales and marketing, strategic analysis, budget management and I.T’s. Since 2010, M. Rivard is an associate within the company. |
Part of INFRASTRUCTEL’s team for over 8 years, Chantale Lussier earned a college diploma from Ellis Business College. With over 24 years experience in a various number of private companies, Mrs. Lussier developed a great expertise in terms of accounting and legal affairs, as well as in human ressources management. In the company, Ms Lussier is in charge of the accounting and human resources department. Chantale Lussier is also supervising all the administrative staff. |
